The state’s title manual sets that $28 title fee for Lubbock County, and it is $33 in counties inside a federal air-quality nonattainment area. The doc fee is the line on a Texas deal that the state does not set. The Office of Consumer Credit Commissioner treats $225 or less as the level that needs no filing, and above that a dealer files a notification and a cost analysis (OCCC, 2024).

So $225 is a filing threshold. A ceiling and a standard price do not describe it. CarEdge reported an average Texas doc fee of $225 across 10,463 verified out-the-door quotes in September 2026, against $404 nationally (CarEdge, 2026). That is a statewide figure and says nothing specific about Lubbock.
